This is the gap this bot lives in.
It reads the diff on merge, summarizes the actual behavior change, and
opens a PR against CHANGELOG.md. It has opinions about scope creep
and will say so.
Decision
Rejected the "summarize every commit message" approach early — commit
messages lie more often than diffs do.
